What is FedEx’s TSCA form?
The TSCA form is a self-declaration required for shipments containing certain chemicals to or from the United States.
Chemicals regulated by TSCA include PCBs, asbestos, lead, mercury, formaldehyde, and certain hexavalent chromium compounds.
When you complete this form, you certify that these chemicals were imported in compliance with the Toxic Substances Control Act, or were not subject to TSCA requirements.
What is the purpose of the FedEx TSCA form?
In addition to understanding what a TSCA form is, it is also important to understand why it is needed.
This form was created in conjunction with the Toxic Substances Control Act, both overseen by the US Environmental Protection Agency (EPA).
Their job is to ensure that the effects of chemicals on human health and the environment are identified and properly controlled before they are put into commerce.
When shippers fill out this form, they are helping EPA carry out its responsibilities.
How do I fill out the FedEx TSCA form?
FedEx has two versions of the TSCA form. One is a single-shipment certification and the other is an annual release.
Let’s take a look at how to complete each version of the form.
To complete the single shipment form, enter the shipment’s International Air Waybill Number (IAWB) at the top of the form.
Next, tick the box that corresponds to the type of certification you submitted (positive or negative).
Provide information about the validator, including their name, phone number, email address, and signature.
Note that filling in the company name, address, and verifier fields is optional.
To complete the annual version of the form, enter the date at the top and select whether the TSCA article has positive or negative accreditation.
Next, write down all possible TSCA regulated items on the form provided. This includes all items that may be sent, not just those of a specific shipment.
That is, it is not necessary to complete all three columns. Fill in only what applies to your specific TSCA article.
Enter the verifier’s name, phone number, email address, and signature.
You can fill in the company name, address and certifier job blocks, but doing so is optional.
If you are a certifier and are unsure whether a chemical is TSCA compliant, please contact the Environmental Protection Agency’s TSCA Assistance Office at 1.202.554.1404.
How do I submit a TSCA form to FedEx?
A single-piece shipment proof should be included when creating a shipment.
Alternatively, proof of single shipment can be sent directly to the tracking agent at
paperwork@fedex.com.
However, please make sure to include the shipment’s air waybill number in the subject line of the email.
After completing the form for the annual edition, send it to supportservices@fedex.com.
Who should fill out the FedEx TSCA form?
The FedEx TSCA form should be completed by the product importer. This could be a company, or it could be an individual buying a product from the internet.
Alternatively, if you do not know the chemical details of the product, you can ask the shipper to fill out the form on your behalf.
If someone is filling out the form on your behalf, you must provide a written statement to the FedEx tracking agent you are working with.
It should say something like:
“I, [importer name]Authorized Shipper [their name] Provide TSCA on my behalf. “
After the shipper provides the TSCA form and completes the declaration, the shipment will be submitted to customs for approval.
