What does “primary and secondary ID” mean?
The terms “primary” and “secondary” refer to the level of recognition. Primary ID shows your image (photo) and secondary ID shows your address (utility bill).
Some USPS services and products will only require you to provide one, while other services and products will require you to provide both.

- Get PO Box Number and Key – You will need two forms of ID. One must show your photo and one must show the actual address.
- To use Priority Mail Express, Certified Mail, Insured Mail and Accountable Mail – You will need a primary form of ID, which must show your photo.
- Use a commercial mail recipient – You need two forms of ID
- For “change of address” and “cash on delivery” – You need two forms of ID
- For purchasing and/or cashing money orders – You need a primary form of ID.
- For “Pending Pickup” and “Package Return” – You need a primary form of ID
Does USPS require an ID for signing services?
The USPS Signature Service is a (value-added) service that requires the recipient of the package to sign before it can be published. Added by the USPS in 2011, the service has two options: Adult Signature Required and Adult Signature Restricted Delivery.
An adult signature required means that a person at the recipient’s address who is 21 years or older must sign the package.
Adult Signature Restricted Means specific recipient Packages must be signed for – and must be at least 21 years old.
Before either party can sign for the package, they must show basic Identify the form.
This service is available to online and business customers using Express Mail, Priority Mai, Critical Mail, Parcel Select and Parcel Select Ground, and charges and postage apply.
Do you need an ID to ship a package with UPS?
UPS also requires a primary (photo) form of ID if you want to ship a package via UPS.
The name on the ID must match the name of the shipper. This program includes all retail shipping locations and outlets worldwide.
However, if you have an account with them and you have prepared shipping labels through that account, you will not need to show identification during the process.
You will also need a primary form of ID when picking up from a UPS location.
